The reform also moves towards a more digital registration system, where the Central Government will notify a digital platform for MSME registration, while states will also establish their own platform. Mediation is proposed to be completed within 90 days, while arbitration can be initiated within 30 days after mediation ends, with an award to be made within 90 days after completion of pleadings.

TReDS for Government Procurement
One of the important reforms relates to the Trade Receivables Discounting System. Under the Bill, Central Public Sector Enterprises could be required to settle the invoices for goods and services purchased from MSMEs through TReDS.
TReDS helps MSMEs to obtain financing against eligible trade receivables, potentially improving liquidity and also decreasing the pressure on working capital.
Compliance and Penalties Become More Simplified
The MSME Development Amendment Bill 2026 also proposes changes to certain offences and penalties, including replacing some criminal penalties with warnings and graded monetary penalties. This will reflect a broader move towards a more trust-based and business-friendly compliance framework.
